Expressions of interest for Selection of an individual consultant as a specialist in acquisitions on behalf of the support project for the promotion of access for microfinance institutions (or decentralized financial systems) in regional payment system of the western economic and monetary union african (uemoa)
• develop, update and evaluate the Project%s procurement plan; • draw up the general information note on acquisitions and have it distributed by the BAD: • Obtain approval of updates to the procurement plan and ensure its Implementation; • ensure the preparation of competitive bidding documents (announcement of expression of interest, consultation of suppliers, tender documents, candidate pre-qualification files, etc.) and ensure their launch in compliance with the AfDB disclosure, timing and nonobjection rules; • ensure quality control of the entire purchasing cycle (from the expression of the need to the closing of the contract); • participate in the opening and analysis of bids/proposals and assist the procurement commissions in the preparation of evaluation reports; • advise and assist the members of the Project Management Team on all matters relating to the procedures for the procurement of works, goods and services;
